Child care owners and directors will need to log on to the Early Childhood Salary Supplement registration portal beginning November 18, 2025, and specifically apply for the grant to receive the funds. The portal will stay open until November 30th or until grant funds run out.
Grant funds will be distributed by 12/15/2025 and must be spent by 12/30/2025.

not limited to, curriculum supplies and materials, business practice improvements, outdoor
learning and play supports, and professional development

Maine Early Childhood Workforce Salary Supplement System

The system provides salary supplements to eligible child care providers and early childhood educators who provide direct child care services to children in licensed child care facilities or are licensed family child care providers. Supplement level is based on the workers’ level of education and experience. The Department will determine Tier amounts based on current annual budget for the Salary Supplement System and total number of Educators enrolled in the Salary Supplement Program.

New providers must first create a profile before registering for the Salary Supplement System.
- Child care staff presently in the Maine Roads to Quality (MRTQ) registry as Level 0 are not eligible for the salary supplement payments. To move from a Level 0 to a Level 1, staff are required to complete the free, on-demand health and safety training, be properly registered in the MRTQ registry, and have 30 days of experience to be eligible.
Early Care & Education (ECE) Program Enrollment Collection Project
Amount: $50 monthly stipend per program

Stipends are included in the provider’s regular monthly Salary Supplement check from OCFS.
Programs MUST enter enrollment data once per calendar month within the Early Childhood Educator Salary Supplement Program portal through the Enrollment Data Collection section in order to qualify for the $50 per month stipend.

Child Care Affordability Program CCAP
Amount:
- Infant Stipend – $100 per week stipend for twenty (20) or more hours in that week
- QRIS Bumps for Rising Star levels
- 35% increase for a CCAP child with a special need
- 35% for off hour care 6pm-6am and/ or weekends
